Can I go to the Permanent Court of Arbitration despite the COVID?

Because of the Pandemic many courts and tribunals closed their doors, maintaining the judicial and arbitration procedures by telematic and virtual means. This is the case of the Permanent Court of Arbitration, located in The Hague (Netherlands).

In this sense, the Permanent Court of Arbitration is allowing (partially) the attendance to the hearings. It should be noted that the Dutch authorities have added "essential guests invited by international organisations" to the list of exceptional categories of persons not covered by the entry restrictions applicable to travellers to the Netherlands from outside the European Union, the Schengen area and the United Kingdom.

Those persons who have been invited by the Court to participate in arbitration proceedings are exempt from quarantine, irrespective of the country of origin. This invitation has to be approved by the Permanent Court of Arbitration itself and by the Dutch Ministry of Foreign Affairs.

In any case, it is important to analyse the limitations and restrictions imposed by the Dutch government on people who want to travel to the Netherlands, regardless of the reason for the trip.
